So I know absolutely nothing about radio communication but it seems like that would be useful if you had multiple people listening at the same time. Like if you had a group of 3-4 friends and the conversation would continue after you left.
I decided to look into this because what you said was interesting to know, and from what i can tell "OUT" can mean what you said, or it can mean that this is the last transmission that an individual is sending and that you are not expected to respond, so whether or not over and out makes sense depends on the system you learn

Reminds me of what I was a kid my dad would always wake us up for early mass. If we were not up in time he would sometimes grab our feet and pull us out of bed. Then one weekend his college roommates got together with him and he and mom had gotten home really late. The next morning I walked into his room at 7:30 AM saying "Dad, you've got to get moving or we're going to be late for church. That's when he decided to switch to 10:00 mass. This happened with me yesterday. I was at class and my teacher told me to tell the summary of a story in front of the class. Now, I am quite popular student but also very shy and introverted. Whenever I'm talking, I want full attention. Everyone was listening to me carefully. But my teacher started to talk with some of my friends. I got irritated and stopped talking. My another friend asked why I stopped. I told her they were not listening. So I won't talk. That time my teacher realised and asked me why I stopped. I told her you are not listening and I won't repeat anything. She silenced everybody and listened to me carefully. She never interrupted me during talking since then.
