Filed H1B in 2013 , stamped in Sept 2014 and traveled in Oct 2014, due to some personal work I had to back india in 2015 Dec. late r tried to go back to US but didn’t work out . Now changed the company. Can I have cap exemption process ??

HI... I already had business B1/B2 visa which is valid from 2017-2027; but i never travelled to US till now on business purpose or personal reason. Now my H1B is approved & while scheduling the Visa Appointment it's giving me an option of interview waiver. So my question is; as i already had B1/B2 visa, can I opt for interview waiver for H1B or do I need to attend for interview for sure...?
