So since you didn't touch that site of grace, you need to go to the "Theatre of The Divine Beast" site of grace (you've been there before, more than likely... in the beginning of the DLC, Belurat Tower Settlement). Google it, it will tell you where that site of grace is. When you warp to the site of grace ("Theatre of The Divine Beast") turn to the right, there is a lift through an opening in the wall. If the lift is up, pull the lever to bring it back down. Ride the lift up. Then climb the stairs to the top. There will be another lift. Ride that lift up and then you will be in the area you want to be in. There is also a site of grace there to activate.

i have the same problem, I took the sites of grace but i was teleported elsewhere due to some bug. Now i cant progress the game
