  • Cellphone companies may be bending the rules by letting children authorize additional data without their parents' permission. Although the CRTC’s Wireless Code was brought in to prevent bill shock, it doesn't seem to be working for some families.

    these are some spoiled little brats... but i agree that telecom companies should not be cashing on in bad parenting, the person who pays the bills should be the one in charge.

      +gaming kid there's unlimited data,you can use as much data for a set price, I have it and once you get to a certain amount of GB usage it slows down

      jake alan In Taiwan,McDonald's WiFi is not free. Not all places offer free wifi.

    I think parents should make it clear to their kids that they cannot go over their data limit, or else they pay the difference. If they go over more than once, I would take them off the family data, and block their account from data usage. (You can do that)

      @@coldcoilinc People in Canada usually dont have unlimited. Even when it is, it's throttled at 10 or 20GB. For unlimited data throttled at 10GB is $80 a month at TELUS on a family plan for me

      I'm with Koodo Prepaid and it works like a regular phone plan with auto top-up. And you can add boosters.

      @@alexandert8620 Same. Back in like 2009 I went over my data limit and the provider never told me, and when I received the bill it was over $1200 bucks for one month. Since then I have switched to prepaid and never looked back. Over the last few years auto-reload became a thing and now it's just like postpaid, but I never run out of data now, and I can choose not to pay if I'm broke because it will just pause until I reload. Prepaid is the best thing ever.

    Ok, what the hell? When I was 16, I once accidentally bumped into my mom carrying in groceries and she lost a carton of eggs. Even though it only cost her $3 to go buy another one, I felt guilty af for a month. These kids are being told they're ALREADY $50 over and they keep going? If I went even $1 over, I'd be apologizing for a week. What the hell?

      Spoiled. Most kids nowadays are raised in a way that makes them feel entitled to everything. hey feel like it is their right to be given/get whatever they want.

    Wait...why doesn't the organization that "oversees the codes" have regulatory power? That's a very odd division of responsibility to me...what's the point of that CCTS agency if they can't enforce anything?

      It costs service providers lots of money to handle a CCTS complaint, usually more than what they end up charging the customer, the CCTS also gives consumers documented leverage to bring in a power of attorney and handle the rest, so while the CCTS can’t directly enforce anything, they open gates for taking the company to court or to higher offices... Try calling a phone company and telling them you will file a CCTS complaint, you’ll be speaking with a manager within the blink of an eye.

      ckildegaard Exactly. What’s the point of having a CRTC if they can’t even enforce the rules? They get kickbacks from the companies. As long as we aren’t complaining too much it easy for them to look the other way.
      We are the ones who put these people into power whether directly or indirectly, it’s time Canadians wake up and demand more from these governing bodies. When we ask questions, we get answers instead of them running away or not giving ambiguous answers that makes no sense.

    Thanks. I'm just so grateful I stuck to my guns with my teen. I couldn't afford cell phones at the time except for pay as you go. She asked for one of two gifts for her sixteenth birthday, a cell phone or a dog, and she got the dog. Financially she needed to wait till she was financially independent to afford a cell phone. The dog's the best choice as she's brought so much love into my daughter's life especially and mine.

    If they go over data many times just give them a 2G phone.
    If they have 2g phone, they will not use it because
    it's embarrassing for a teenager to use a 2G phone these days.

    Easy to solve. Let your kids pay for their own cell phone charges. If you still wanna spoil them, buy them their phone.

      +jonabank Pre-paid service is better for kids, but pre-paid service in Canada is rediculously expensive. I wonder who runs the CRTC for that matter after Bell's $2.80 charge on one episode of market place. "as a hidden cost going foward,it's all about the bottom dollar right."

    In the UK there's pay as you use sim cards, meaning you have to add money to the sim before you can use data and such. I don't understand how parents don't just give their kids 10 dollars on their phone a week. That's what I had to do when I was younger.

    Canada now has public mobile and lucky mobile, they are far cheaper and honest companies in terms of get what you pay for (they will send text messages when you’ve used 50,75, and 95% of your data and cut you off once you’ve gone over). Also they charge around $30-$40 for up to 5gb of data a month and unlimited texting and calls

      or about 50 months worth of unlimited data, calls and texts in Finland + 10 GB free EU data (if you go to another eu country you dont pay roaming)

    In India - you get 2GB/Day for 91 days for approx $7 (High speed 4G) - After it's over, you get unlimited 2G access (which is useless but can work in emergencies.)

    You can’t really blame the kids. They don’t know how much the original bills cost. They don’t know how much the overcharge is. They can’t conceptualize how much of a ripoff it is and how high those overages are.
    It’s on the parents for not teaching a child not to spend money that isn’t there’s. AND it’s on the provider for being so predatory and KNOWING that kids are going to do this.

    I'm sorry but Rosemary's story is just a parenting fail. Bell doesn't know which phone belongs to a kid or parent. They did their part by notifying and asking for permission on the phone in question. It's a matter of talking to her son about the overages.

      Its time to tell her son's about legal rights as a consumer and know it. Making people pay through the nose should be unethical and that just gives the big 3 more price hiking.       I get email otifications anytime I do anything to my accounts. And they couldn't at least inform the bill payer by email or phone call that they have raised the dat ceiling? Sneaky business practice. Probably fully disclosed in the fine print though.

      i remember there WAS a way to create a "kids" account for your phone line, but back before smartphones. it prevented extra lines from being able to make charges on the account (this was when mobile phone internet was, pay per page and only used for buying ringtones)
      ALL THEY NEED TO DO, is NOT text the non primary account holder. ALL they need to do is have their clients select which line they want the texts to go to. it's not that complicated. it's not new technology...

      The phone co. should have an idea whose phone it is. The fact that they don't care as long as the bill is paid is troublesome to say the least. We, thankfully, live in the US and have unlimited data; before this change both my husband would get a notice when we were close to the maximum; my son would not get a message, so obviously, they can tell whose phone they are sending the message to.

    What's really weird about this is that when texting first got started, people used it over phoning because customers were charged on the basis if time used. Talking on the phone took longer than texting. For example, a phone conversation might take 3 minutes but texting the same conversation would take only a fraction of a second to say what would take 15 seconds to say on the phone. So telecoms recognized this, realized that they would make less money with texters, and started to charge for "data usage" rather than time even though it cost them less for data transfers than time usage.

      +1140Cecile There are multiple scams going on with these pricks. Years ago; per second billing was changed back to per minute billing because those unused seconds amounted to a LOT of money. Now they do what they "legally" can - no matter how immoral and unethical - to make as much as they can.

    That’s why in the US if you go over the phone company slows you down to 2G speeds. Overcharges in the US are uncommon anymore. Many years ago US phone companies used to have overage charges but now it just get slowed down.

    I pay 60 bucks a month with metroPCS unlimited plan and use average 30GB a month no issues at all. I've met a couple people that use about 50GB.

      i have 1 GB and pay the same. i rarely ever go over it though. i'd benefit so much from "roll over data" there are some months where i don't use any data, and others where i'm ordering 1G too.

    I’m 24, when I was about 13 I got my first flip phone. My parents ended up with a charge over $100. No one not even my parents had told me this could happen. Nowadays there should be no excuses.

    Lol, only two words... Spoiled kids. Those kids are clearly spoon fed, never had to work an hour for the data privilege... I hardly top up my phone with $10-20 per month and that's it, no more. I'm a med student who works to pay for his degree and living, never when I lived with my parents misused my phone's data because I valued how hard they had to work for the money....

      For 10 dollars a month you can get unlimited GB a month. Canada's telecom market is highly unregulated. What's the point of the CRTC? Serves the big 3 interests. Canadian Rip off and Telecom Cooperative.

      Shame to the Goverment of Canada allowing this to happen. The mobile networks operators are to blame in this case. That's like saying a doctor in Canada racked up $24000 in roaming data fees when he lost his iphone in the USA and someone bypassed the accept charges and racked up the fees. Even the FCC in the USA is more effective than the CRTC. Almost every telecom regulator in the world would not allow running up mobile charges without verification of account. The telecom regulator is pretty much worth less since they are run by Robellus. Time for the people in Canada to step up and say enough!! Even Australia is cheaper despite sparce population and they are an island. Why,because most the the prices and fees are regulated by the ACMA.

    There is a difference between Mega-Bits (mb) and Mega-bytes (MB). Not knowing the difference can cost a lot of money. In addition, WHY; Would a parent allow their kid to have an open account 24/7/365 at a candy store; There kids!

    in australia, post paid excess data charges are between $10 per gb and $30 per gb. and their is a fair use clause

    canadian telecommunications company have been know to be shady. i remember how even when i wasn't an account holder i could get upgrades on my account but if i wanted to downgrade i have to be the account holder what kind of bs is that.

    I once had Rogers charge me $300 more for data overuseage. However, one call to Rogers and that charge was gone. The carrier is obligated by law to inform you when you are nearing the limit, at the limit and over the limit with your data. Because they haven't sent me the message (glitch maybe), the rep basically said, "we are obligated to let you know about these things, so I am removing the charge from your bill".

      Mow lawns, rake leaves, shovel snow, etc. When your parents allow you to have a cell phone with limited data and you choose to go over that amount, you're responsible for what it costs.

      $1700 is the most expensive data package I have ever heard of. $50 a gigabyte!! In Taiwan data is so cheap its only $3.75 per gigabyte and that's on prepaid. Once it goes over it just shuts off. or go unlimited for $30 month per line. If you need unlimited data in a jiffy, 9 USD will get you unlimited data for 7 days.

      For some plans, the data is as-you-go and user is charged $5 for every 100MB. That comes to $50 per 1GB. I use that plan because I almost never use data. In my opinion, the mother should make the child repay at least part of the $1700 - if not for making her learn a lesson in responsibility.

      But still, $50 is still very expensive. I live in the USA where telecom rates are regulated. In most countries telecom rates are regulated by the communications agencies. eg FCC,NCC,OFCOM,ETA,ACMA etc. Some how the CRTC does not regulate these rates therefore the provider can charge what they like. Even Australia has better plans than Canada does and they have a sparse population. I heard in Canada, they still have anytime mins or local mins. What is this, 1995? Its time to change. Its called robellus for a reason. They are a cartel that is worse than AT&T or even Verizon. Robellus is afraid of the future. Just like T-mobile's CEO said, these telecom untlities have no place in the future of technology.

    While this is old video. Cellphone company over charge for data, consider mobile data is just data from internet. But isp put such low data caps at HIGH price. These companies are OVERCHARGING for same data. Does not matter if mobile or from home data. Still all comes from same source. It makes zero sense why can charge so much more for 1 GB mobile data vs internet data.

    In the UK one of the most popular mobile carriers is called o2. My dad was on that network when my family and I took a trip up to the north of the country. On the journey we tethered three iPhones, an iPad and a macbook pro to his phone to do things like watch netflix over 4g. The next month he got a bill for over £800 (1523 canadian dollars, 1169 us dollars). When he phoned up to say how ridiculous it was they didn't make him pay a single penny. Thats what I call lucky to the extreme!

    Pressing "Accept" to the charges is actually entering into a contract. Minors are not legally able to enter into a contract precisely because the law considers they are not mature enough to fully understand or even care about the consequences. Since the phone companies illegally entered into a contract with a minor, the parents are not bound to pay the charges - any court of law would rule in the parents' favor.

    well...in Italy there is no such thing as a family share plan, so I have my own plan (prepaid with a montly charge) on one of the major carriers and I pay for it with allowance money

    The US has much better data plans.
    None of the 4 major providers, (Verizon, Sprint, AT&T, T-Mobile) will charge you for overages anymore unless you're on an old plan.

      Please research American testing before you make such comments. America tests EVERYONE in a nation of 300 million whereas other countries test a much smaller portion of their population. Ask yourself how China has such a low literacy rate yet they test higher than Canadians in Maths and Science? It's because they only test a select few high achievers. In the US, extremely underfunded public schools, where some kids have not eaten over the weekend, are lumped in with well funded elite schools. Also ask yourself why most of the top ranking schools in the world are in the US and are mostly filled with American students? Testing data is highly skewed.

    Here in the Philippines, use prepaid than postpaid. We are one of the cheapest cellphone bills in the world. Prepaid is more prescribed here than postpaid. Average monthly bill here is Php 500 - Php 4000.

    I think some people miss the point. Yes, its bad parenting but phone companies should still call the account HOLDER to confirm going over is okay because in the end, who’s paying the bill? The parents. Phone companies can’t tell who has the phone, but it wouldn’t hurt to contact the account holder like one company did but didn’t wait for a response from the account holder before unblocking data. Plus Rosemary should obviously block data if they go over

      FiNiTe Me, too. I don't FB or other apps like that, but I do use youtube (obv), Netflix, and Prime, and if I use 50G in a month, it freaks me out. I can only think the telcos don't really have accurate data meters - they seem to clock a lot more usage than is normal. Maybe that would be something for CBC to investigate. It could also be that these kids aren't force-closing apps when they put their phones down.

You signed up for it knowing the full extent of the contract. Perhaps you should focus on better parenting and not giving your irresponsible son access to a cell phone with data.

    To everyone in the comments blaming the kids.... you're ignoring the key thing: they are price gauging. The price has risen SIGNIFICANTLY in the last few years. We pay more than almost any other country in the world for data. Doesn't that upset you??
    Like I'm an autistic adult and I got screwed by data overages. I struggle with numbers, cause and effect, and all sorts of daily functioning tasks and whatnot. Hell I need a case worker who I see once a week to help me with a lot of stuff. Now my credit is so bad because of data overages that a) my previous account got shut down, and b) when my phone broke past warranty expiration, I couldn't get a new one. It's been MONTHS. I have autopay monthly payments on my credit card, and my tax returns gave me enough money to pay for my giant last cell phone bill (because it had been the first time I'd ever done my taxes.... I'm 24), so my credit should be ok after 6mo... but that's 6mo I'm gonna be without a phone - in a society that relies on everyone having a smartphone. And as an autistic person: you have no idea how much my phone helped make it easier to function in the world as an autistic. I struggle to do basic tasks like groceries now.
    (If you think I sound too competent for my claims: I am book smart but when it comes to daily functioning I struggle greatly. It's intellect vs. executive dysfunction, sensory processing, overloaded mind, etc. I used to be able to function fine... but since my burnouts? Yea. I can barely do anything for myself anymore.)
    As for how I ended up using up so much data: well I ended up homeless, then living at the YMCA. The internet here is TERRIBLE. But to set up new internet I'd have to pay $200 upfront, which living off of welfare I couldn't afford. Because despite being severely disabled, I was rejected for disability support TWICE. Third time I succeeded, and with the few months backpay I actually was able to set up some proper internet in my room. So when I DO get a new phone, I won't get a bunch of overages like last time. Because I mean from 19-23 living on my own I never had problems with overages. Because I had internet at home.
    (I was kicked out at 19 for being too "difficult".... my parents kinda suck.)

      In Canada, most providers don't have unlimited plans for data so that is an amount gigabyte and when you go over that amount you get charged.

And while we do have cell phone plans the charge for data we also have lots that have unlimited data (and texts and calls. Well unlimited calls as long as it is within the US and you are not roaming) and they can be relatively cheap ($50 a month).

    I got my daughter her fist phone on Bell I got her a plan that had little to no Data until I got the first bill. I even shut data off on the phone, but some how it got turned back on & she had a bunch of extra charges. I went to Bell & asked them how this was possible since her plan has no data. they told me I needed to purchase a Data blocker that was already done when I initially purchased the phone so I had to pay it again.
