I'm using Gimp 2.10.38 on macOS Sonoma 14.4.1 and don't see the squares at the top and bottom of the guides. However, the rest of the process works as you've described it. When you have the Move Tool selected, you can keep it on "Move the active layer". Just use the shift key to toggle when you want "Pick a layer or guide". The shift key also toggles other tool options too!
how to lock a guide so that i do not require to move it accidentally....i need to make an album and set the borders for each photo album page... there i need to lock the guides so that i don't need to move the guides... Is there any work around to make the guides locked...

What if I go to Image and don't see guide, how do I get that into place
Click on the top or side ruler and drag toward image.

You can't in GIMP but I just submitted a feature request to get this added. Not sure why it was never added to GIMP.
