For all of the people that didnt work on the black unmarked cruiser you need the slowest vehicle like an rusty old car and circle around and you will find a police van and police cruisers if you keep circleling you will find the black unmarked cruiser and do not use fast cars or you will not find it
another way is go to director mode turn on high wanted level (full stars) grab the car you want turn it off then put it into Franklin's garage (makesure invicibillity is on to)

For the unmarked SUV, you could also have it by entering director mode, enter 4 star then save it into Franklin house garage

If u fail the grass roots and restart u get a red and black cruiser instead of grey and blue. U might have to fail a couple times
