I suspect that this was more likely to be a matter of the value of the housing they would need to condemn and pay for. It usually comes down to money. And also who has the money for lawyers to fight against a project that they don't like. Not in my backyard.

The white neighborhoods were better organized to make sure that the project didn't go through their neighborhoods. Not in My Backyard. It still happens today.
