I've seen a few cases of "carefully summarize the full story before we begin the actual story," aimed at audiences that are, like, toddler-aged. I think the idea is to not be toooo exciting for the very little kids. Teddy Ruxpin was a smidge more exciting than he looked, I'm guessing they wanted to play it safe with toddlers who could potentially be terrified or upset by even mild tension. That and I never knew a kid who would turn down hearing a story twice.
