      It's truly enlightening to be in your presence and witness the CRTC in action. My initial exposure to the CRTC occurred during my tenure in the telecommunications industry, where it held regulatory sway over my employer. As a young and idealistic individual, I became deeply involved due to CRTC regulations disadvantaging a specific subset of customers. What initially seemed like an error turned out to be an 'arbitrary rule' favoring the government. Remarkably, this had no impact on my employer but imposed a significant financial burden on those specific customers. It took several years post-university for me to fully grasp the unintended consequences inherent in such regulatory environments and bureaucratic structures even though I learned the problem in economics n university.
      One crucial point I want to underscore is the glaring ignorance within government bureaucracy-an aspect often denied by many. It's imperative to acknowledge that these decision-makers are human beings and, as such, operate with a level of ignorance; they simply do not know everything. This lack of understanding is compounded by the fact that they function within personal silos, influenced by personal and governmental biases that inevitably color their decision-making-akin to any other human being. To assume they are unbiased and possess complete knowledge is fundamentally flawed thinking.
      Consider the linguistic maneuvering taking place as you engage in discussions. Upon reflection, it becomes evident that there is a lack of understanding of the terms being used in these meetings. This is part of the governmental game-a play on ambiguous meanings and undefined terms.
      Consider: Thinkers like Socrates and Plato initiated the discussion on defining justice over 2500 years ago, and yet, do we truly have a working definition today that encompasses complete knowledge of the human situation? The answer is NO! So the government is creating injustices on our behalf due to our flawed thinking believing that the government and its employees do not have human desires and limited impulse control. Cheers

      Boomers that dont know modern media. Similar to the European article 13 drama. Like half of all German legislatives switched their opinion against it, once Germans protested. But it turns out its not a smart descision to not cooperate with protests in other nations, so every other countries representatives with some exceptions voted for it lol

    A 45+ min. video of bureaucratic committee proceedings is not usually what I’d call entertaining, but I was riveted the whole way through. Thank you for your thoughtful and articulate representation of the Canadian RUclips public. Keep fighting the good fight!

      I agree. This was fascinating. And I suppose that it helped that the CRTC members actually seemed interested in conversing rather than the House of Commons committee where it felt more like they were attacking.

    I dont know what I is more shocking. The bill. Or that French speakers spell RUclipsr "RUclipsur". In German, which is my first language its also just RUclipsr, so this has shocked me deep into my core.

      haha french has a lot of words for careers that end in -eur: coiffeur (hairdresser), chanteur (singer), pêcheur (fisherman)… there’s also endings with -ien, -er, -teur, etc… and i’m only talking about the masculine version here :) if it was in the feminine form, it would be youtubeuse. french is complicated😅

      I could be wrong but I was of the belief that both spellings are legitimate in French, I'm wondering if these is just Quebec being anal again.
      Funnily enough if you select automatically generated french subtitles for this video it uses 'RUclipsrs'
      E.g. Jai beaucoup d'amis qui sont des RUclipsrs professionnels canadiens (...)
      (I have many friends who are professional Canadian RUclipsrs {...})

      @@tristancoffin yeah that's a classic in Québec lol. phonetically, the "ber" in English is the same sound as the "beur" in French. However, in French, the words that finish with "ber" are phonetically "bay" / "bé"(absorber (to absorb) is pronounced as UHB + SAWR + BAY).

    Fun fact, that little "panic room" in the lobby is actually for phone/video calls! It's mostly soundproof so people outside can't hear your conversation. Makes it so you don't have to go outside for some privacy

    One moment that made me laugh out loud. It was when Joanne Levy tried to argue that Canadian artists couldn't get an opportunity to be heard without government-subsidized legacy media. This was almost directly after you said how most RUclips content creators who find large audiences succeed from their bedrooms and basements with practically no overhead.

      Was she trying to argue that Justin Bieber needed radio-and presumably content laws-to get big? If so the irony is that all the names that blow up eventually abscond to the US. In effect then Canadian taxpayers are subsidizing a “development league” for US entertainment companies.

      @JJMcCullough and @Spanner249 but this is what they resent. The independence with low overhead makes the voices uncontrollable. They want to shut it down bc the democratization of media is too powerful and the politicians cannot control it. And the monopoly legacy media is working with the politicians to shut down the independent voices because it has taken their revenue bc they are not using the platforms properly and do not know how to do it. The dirty deal is the legacy media is now regurgitating the politicians' talking points and do not investigate their corruption and speak truth to power with the questions they should be asking, working together to shut down all the independent voices in Canada bc it's too much risk to the legacy media and its too much risk to the politicians. It is the last gasp bc they have lost control and don't know what to do about it. Politicians trying to keep control and legacy media trying to keep their revenue.

    Joanne Levy is just showing how out of touch she is. Yes, government subsidised radio and telecom has those responsibilities she mentioned, but if nobody is listening or watching, which more and more they aren't, then they're still failing in that obligation. They're just failing while also throwing tonnes of money from the public purse at it too.

      Essentially, traditional TV stations and operations have become outdated or outcompeted by web-based media options. This isn't only true for Canada but worldwide, or at least in countries and societies where freedom and liberty exist.
      I haven't even started to comment on those public broadcasters such as CBC. It has become more of a government propaganda.

      🤔I would hope the amount of money given to radio/TV/whatever corporations would be lessened, as more content moves online instead of broadcast over the airwaves. (Or if you also do online stuff, then you can still get broadly speaking the same amount of money.) Agreed on the out-of-touch part, since even weather and critical alerts is moving online - I get all my CBC news online, and I have a weather app, which is either offered directly by the government weather agency, but definitely at least pulls data from them. (I gave feedback once, and they mentioned this in passing.) My phone can get critical alerts directly by the OS, and before that was standard the weather app would tell me about tornado warnings or blizzards. We still need ways for people to get critical info if their phone is at home charging, they can't afford one, it's broken, and plain old redundancy and expediency for emergencies. However, we don't really need "radio" or "TV" or whatever other old technology or corporations I'm forgetting. Computers and screens are relatively cheap and abundant. Even if you don't want government-funding for dedicated hardware, there's lots of screens in (semi-) public places - my gym has cooking shows and sports displayed in front of the treadmills, there's all the screens in places like airports and subways showing your arrival and departure times, and even the McDonald's has jumbo touchscreen kiosks to make your orders and the screens above and behind the workers at the till. For people driving vehicles, you'd still currently want "radio" but that's a whole other can of worms, because we don't even have digital radio in Canada.

      If more government officials were direct then the world would be a much better place. The polite behavior basically encourages everyone to fake their personalities, despite making strongly personal/emotional decisions that change people's lives basically permanently. We as a society need to value honesty and give people the safety to honestly express themselves

    After that clown show of political theatre at the parliamentary committee, your experience at the CTRC board seemed almost refreshing. The optimist in me hopes that the "novelty" of an average Canadian showing up to be heard will leave an outsized impression with the board members compared to the usual parade of dull lobbyists they're subjected to, but we shall see. Thank you for your tireless work for all Canadians.

    I still find it extraordinary that this law managed to get passed in the first place. This would easily be seen as really weird and totalitarian if this law was passed in China and enforced tech companies to show more good patriotic Chinese content. Not to mention it flies in the face of the meritocracy, one of the four fundamental principles of Western Civilization

      To be clear, "Canadian Content" only really means "made by Canadians". It, in practice, has really nothing to do with patriotism.
      Part of the idea is that if Canadians are making it, then it must be culturally relevant to Canadians. But also it's in part a jobs protection bill.
      As JJ states, the actual specifics are up to the commission, which typically is going to aim towards the CRTC which is a non-partisan organization run by media experts (generally seasoned writers, producers, etc.).
      Secondly, the funding here is based around people wanting to see the content. This arguably improves the meritocratic nature of Canadian media, as profitable media is not always good. By moving the metric from "profit" to "public appreciation", we can hopefully promote "good content" (JJ obviously questions if this is actually pragmatic, but my point here is that this is a pro-meritocracy bill by intent).
      So your particular concerns (patriotism/anti-meritocracy) are addressed by the intent of the bill, which is why Canadian lawmakers and lobbyists felt comfortable putting the bill through. JJ's hope seems to be to express that despite these good intentions, the bill may not actually achieve this intent: particularly in regards to online content.

      @@NoChance18considering the trash content pushed by similar regulations in legacy media. It almost certainly will push content not well liked and with a certain ideological view. They’ve never managed to be politically neutral or in touch with Canadian taste.

      “Has nothing to do with patriotism”
      I get that its not as extreme as ethnicity based prioritization like what China does, but it is absolutely about patriotism. The rules for what defines “Canadian content” are extraordinarily vague and have been criticized for excluding some content made in Canada while accepting other foreign content. The only acceptable definition I can think of for what makes “Canadian content” is if the material coincides with Liberal party talking points.
      The Liberal party also has a weird nationalist angle to it and prioritizes distancing itself from the US when there isn’t a clear reason to do so, thus the purpose of Canadian content is ABSOLUTELY for shallow patriotic intentions
      “Its also in part a jobs protection bill”
      This is another reason to dislike this bill. Protectionism, for virtually any reason is not cool and only stands to protect a crappy service from competition that it could in no way face up against in a fair playing field. If the jobs that are being protected are those in the legacy and government funded media, that is a VERY Valid reason to criticize it

      This is another very bad argument. If people wanted to see the content themselves, they would search for it. The fact that the government is expressing interest in boosting Canadian content suggests that it is enforce something that isn’t popular and cant stand on its own into the public sphere and force people to interact with it more. So no, the bill is still indeed anti meritocratic because it removes the ability of the user to selectively search for the content they actually want to watch.
      But even if it wasn’t an anti meritocratic bill in practice (which it definitely is) it wouldn’t matter. Just because something is done with good intentions, doesn’t mean it’s a good idea to do so in practice.
      Finally, no, lobbyists felt comfortable pushing this bill through because it benefits them, not because its good for Canadians. Again, the public is broadly opposed to this bill and the only lobby groups that support it are politicians and legacy media corporations that seek to benefit from such a bill
      Overall, this bill is intensely flawed, seeks to solve a non-issue and I sincerely hope you don’t genuinely believe everything that you mentioned in your comment

    I’m American but went to Ottawa for the first time this year and mentioned bill C-11 to many Canadians. The amount of people who didn’t know what it was is insane. If it wasn’t for JJ I couldn’t have explained Canada to Canadians

    Studied this Act in Communications law at uOttawa. I analogize legacy media and streaming media to blockbuster and netflix. You either evolve or you fail. No one dreamed that we needed to regulate to save blockbuster. The CRTC needs a lot of work to clean up their Act and fingers crossed the new chair works to rebuild and bring back trust in the CRTC's ability to push the policy objects that will really benefit Canadians.

      How will the bill be enforced? It is one of three bills which extend communication and content monitoring and moderating to not-so impartial federal agencies. One of these bills addresses platforms, another content creators, and the newest one being pushed will affect everyday citizens. The only way these bills can be enforced is through top-down control over platforms and creators.

Beyond the scope of this one bill, I think it's inspiring to see someone engage so earnestly with the political process and make it feel accessible to the average Joe.     I’m further left than the NDP, so maybe we have no ideological overlap, but as a Canadian I am very much thankful that you put these videos out about engagement with our government. I know you lean conservative, so you probably have more patience for our system than I do.
    To be frank, I do think they make clear how duplicitous they are with this all. You clearly express yourself, on record, several times before this whole song and dance that had you anxious.
    Even for the most optimistic, everyone can see the government acts in their own interest. I respect you for asking them why, at least.

      @@TheTroyc1982 I agree. Mr Dress-up, polka dot door among other classics like The Friendly Giant have been wonderful. I have my favourite "Canadian band" and actors. I am more concerned with laws that may take the "world" out of the "world wide web." The internet does not need government intervention, unless it is to make sure everyone has access. IMO. Now, many of my sources of news have been disrupted, and that is concerning for Canada being considered a free country. Just because I don't purchase my media from a TV anymore (because it is extremely expensive and rabbits ears are good enough) , doesn't mean it's okay for regulators to disrupt the internet because lobbyist - from you know where - say so.

    What an amazing, articulate and persuasive testimony in what must have been such a nerve wracking situation, I found Joanne Levy's reasoning "you don't have the obligation to try to find emerging artists" etc in line with her bio which appears to have been effectively to make a living by being involved in companies that feed public broadcasting but I love your response "I think the subsidy (indirectly the public broadcaster) is existing for the benefit of the creator not the public" . How you were able to think on your feet and represent the interests of the Canadian public at large was inspirational. Thank you

    Just a bit about accessibility and barriers to entry to add to future testimony: Doug Demuro is one of the world's most famous auto-journalists. He has 4.77 million subscribers on his car review channel and to this day exclusively films with his iPhone. He's an American but proves the point that most people on this continent are already walking around with the necessary tools to succeed on RUclips.

    Excellent video JJ! You did a terrific job dealing with the questions posed to you during your testimony. I hope they listen to what you had to say, but from what I saw here they did seem very engaged and passionate - at least to some degree - about applying this law in the most widely beneficial way possible. Cautious optimism, like you said. Can’t wait to see what’s to come in the next edition of the C-11 saga

    I really enjoyed these discussions - as an American living (barely) across the border, with family and friends who live in (or near) your neighborhood, it’s important to me because it directly affects close family members, even if they don’t know what is happening.
    I noticed when you got nervous, but also appreciated it because that’s what happens when you speak with huge groups of experts.
    I also noticed the guy fumbling in his pocket with his phone in the background. Like, wtf? Was his wife stranded with a broken down car in a blizzard or something? I know, shit happens - but he could at least be bothered to pay attention to the discussion instead of playing with his phone. He’s being paid to be there after all, probably more than anyone commenting on this video - Canadian or American. Probably more than JJ too.

    I honestly just find the whole political process fascinating. I’m an American so I know this might not be the exact same process, but is probably similar in principle.
