That is Code Two High. Code two is responding but no siren or lights.
Code two in America is Lights, no siren. In Los Santos, code two is no lights nor siren.
It depends on the department. Our code 2 is lights only. Code 3 is emergency traffic ( i.e. Lights and sirens). I know of some other departments/agencies that use code 2 as faster than normal response, no light no sirens.
At the LAPD, code 2 means "Non-emergency driving, no lights and sirens.". At least, that's how it was on Adam-12.

Code 2 means urgent driving no lights or siren ever! Code 3 means lights and sirens! This is the REAL code meaning in LA. And a broken down vehicle is not a code 3 call trust me! You rock FTM Trust me on this I'd know!
I have some difficulties installing all the mods and since you have the best mods installed, maybe you could do a tutorial video on how to install all mods?

Code 2 depends on location (state, county, town) or department policy. Just like the 10 Codes can differ from department to department. LAPD has one definition of what Code 2 is, while another department will differ from that entirely. So, it is a matter of how you want to play it in GTA, basically. I have nine years of emergency services experience, and the local PD don't even use Code 1, 2, and 3. Simply, "Responding" or "Responding with caution." (The latter meaning no siren.)
I truly believe that code 2 is lights with NO sirens. Hope that helped. :)
As per California the POST (Peace Officer Standards and Training) training handbook I received as an ROP Law Enforcement cadet,
"Code 2 Urgent, handle call immediately; no light or siren. Obey all traffic laws."

code two means "urgent response, no lights, no siren" in fact role of thumb is if you run lights, you run siren. you need audible and visual warnings. departments have actually been sued for accidents while using lights with no siren even though they were responding to an emergency at the time.

Code 3 - lights and sirens. Code 2- lights
I think both
Code 2 in most major jurisdictions is where the officer will respond without the use of sirens. When they get to an intersection, they will chirp the siren to get people's attention but after they clear they will turn it off. Some departments might run lights only through the intersection but not many.
code 2 means respond "with a purpose" (hurry) no light or sirens at all. code 3 means lights and sirens at all times wile responding. Also on most calls they cut their lights and sirens about 5 blocks before they get to the scene because it doesn't cause panic. Trust me on this info FTM id know take this one. All police departments have different codes/meanings but the majority of stations/departments use the codes i listed above. Thanks! Let me know if this helps!!!

For a good 90% of American departments;
Code1: no lights no siren (escalated driving)
Code2: lights no siren
Code3: lights and siren
The thing with both Code1 and Code2 when arriving on scene you can shut off your lights or turn them on. It's based on your discretion.
Code 1: Decide 2 or 3
Code 2: non emergency: no Lights no siren
Code 3: emergency: Lights and siren
Code 99: extreme emergency: don't oben any traffic rules and Drive as fast as you can
Example: Shots fired on officers

IN my area we use priorities, priority one is lights and sirens, priority 2 is the first unit in goes lights and sirens and everyone else doesnt, and priority 3 is no lights or sirens. however in my area (for fire and ems) you must have your siren on while using your emergency lights

I am a State Trooper and for my department
Code 1: No Lights or Sirens just regular driving.
Code 2: Lights when driving and Lights and Sirens through intersections
Code: 3 Lights and Sirens the whole way.
I do not work for California though but it probably is really similar.
Code 2: An acute but non-time critical response. The ambulance does not use lights and sirens to respond.

as a person looking at becoming a cop, however in my home country Canada I know code 2 is lights and sirens at intersections to warn drivers police also switch to it about 500-750 meters or 0.15 miles away if they don't want to alert someone. most of the state's use the same system from what I have seen.

depends on the situation. for helping with non life threatening situations you only escalate the driving. when you get on scene and it's dark then you can turn your lights on for traffic.
Most cases code 2 means lights only. Code 3 is all lights and siren. Code 1 is respond with nothing on in the flow of traffic.

@firstthirtyminutes i know im wicked late here, but i just found your channel, good job btw! I worked EMS for 10 years. CODE 2 is supposed to be lights no sirens. Most companies and states do not usually follow that, its either lights and sirens or nothing at all as running lights without sirens could cause drivers to panic if they just suddenly see lights and not hear your siren approaching to move out of the way. Causes more harm then good usually.
I mean most company and state employees do not usually follow it.

Code 2 means no lights or siren because it's a routine call and code 2 high is a priority call and also means no lights or siren according the LAPD.
Code 2 on the LAPD manual says, "The red light and siren shall not be used, and all traffic laws shall be observed."
I thought code 2 was lights for sure, and siren only when absolutely necessary (blowing through a red light). In our city we use "Priorities" rather than "codes", so I'm not 100% familiar with codes.
Code 2 is no lights or siren except to get around traffic and through red lights. For example your responding to a burglary in progress you don't want to alert the bugler you're coming but you want to get there fast so you flick the lights on when necessary to speed up and tap the siren here and there to move traffic. I'm a firefighter and work with the police daily that's how I know.

It's Both escalated driving and light with no sires. I've seen it plenty of times in my town and I've asked local police officers.
Anyone who says code 2 is lights only has never actually driven an emergency vehicle. When you go "code 3," you don't just turn the siren on when you leave the station and then not turn it off until you get to the scene. You use it as needed to clear traffic. You don't respond using only lights, and you don't leave the siren on the entire time you're driving.

It varies from state to state law. LA code two is no lights no siren, Pennsylvania however, is only lights no siren.
I'm a firefighter/EMT and I have rode along with the police department before and code two is just lights and escalated driving combined

well I dunno about LA but here 10-18 is the police code for lights and siren response... codes like 1 2 3 4 aren't even hardly used.
i feel like code 2 could go either way depending on the call. for officer transport i feel no lights are needed but for say, a traffic backup, then use lights.

CODE 9: All non-emergency traffic stay off the radio. A beep transmits over the air every couple of seconds.
CODE 0: Big emergency. All units in the area respond code 3 to the units' location.

Caution Mike: Mentally unstable
Caution Victor: Violent
Code two is different depending on where you are. I prefer code two being constant lights and sirens through intersections (when needed) because it seems to be the safer option of the two only because it actually moves people out of the way, letting the officer get to the scene at a faster rate (and it doesn't just look like the officer is using his lights and sirens to blow through intersections 😂)

LA Sheriff dosent have a code 2 however in the state of California Code 2 means Urgent it can also mean no light or siren

I have never seen a single department have code two use lights. Why do you think that when he plays sometimes it says respond code 2, and when he gets there it says the call out was canceled for improper siren use??

I think code 2 is no lights or sirens because in the next call they are looking for a Felon so they don't want to spook him so they have to act casual
code 2 differs by the department the department I know of code 2 is running with lights and Sirens but it's a single tone while code 3 is lights and Sirens with a Different Light pattern and multiple tones on the siren
