12:00 They're adding cement, and not sand, to ensure it doesn't flow away. There is most likely a big empty space underneath that road caused by water. Water over time slowly has washed away the sand underneath the road holding it in place. If they don't fix it with cement (that doesn't wash away ofc...) more and more will wash away and eventually you will see a car disappear into a massive sinkhole. Adding sand first wouldn't fix this issue because something made the original sand wash away.
Exactly. I live in an area with hundreds of years of mining history. Due to the massivly excavated underground we had serveral sinkholes in the last decade. For the last one were 80 m³ needed, that´s roughly 200 tons. 20 years ago i had to move, because the house i was living in showed signs of damage ( walls cracked, slanted flor etc. )

the main issue with the cement is gonna be that, this much in a confined closed space will never harden and dry....so yes sand would have been a much better option as filler or small sones. or actually break up the road, and redo it properly. or ill it with steel and asphalt over it later
I think tha latter one should be the way to go, the hole might be from whatever was under there being washed away, so filling it with sand will mean the sand will also get washed away. Concret won't but without steel in it, it's not going to hold up well either... Anyways the reason for the hole should be resolved before filling anything in.
That counts only for normal cement. This is a special one that can harden in confined spaces or even under water. There is a sinkhole under that street that needs to be filled, so just redoing wouldn´t be enough and steel is much more costly.
