Yes u can apply for visa and without paying fees but make sure u make at least part payment before moving to Canada else u can issues at the port of entry. So is very possible just apply as early as possible

@@itzprync9307 Your financial problems are irrelevant as far as I know. All they need to know is if you were active during the gap or you were not gainfully employed, hence the requirement for a CV. I'm quite sure your visa is more likely to get approved if your cv shows activity in your gap years.
