as for the photographers, they are usually tipped by someone in the restaurant who works there; maybe the waiter, because in those restaurants, you have to make reservations ahead of time.
Are you kidding managers and her whole crew inform the paparazzi etc and they just come and do their job... This is how they get famous or maybe this is how they get even more fame
Her PR team or maybe she herself called. It’s not unheard of, it’s actually a big practice by celebs in Hollywood to call paparazzi and inform them of their whereabouts. The Press helps keep their names circulating, which is especially helpful for celebs in the film and tv biz. Works great for musicians as well, but the point is to stay hot and on peoples radar so agents and managers think of you for next projects or ambassador deals, etc.
I know y’all hate to know that harsh truth, but it’s true. For those of you that need more proof, if a celeb wanted to go in private, the restaurant and the tower itself could of closed early, and arranged a private reservation experience. And/or arranged for her to come in the wee hours or late hours when hardly any tourists are around. Celebs have booked Disneyland fully booked for just them and their entourage before, they can do it for the Eiffel Tower too.
