Yeah I get that. Ex Cop here. The job of the Police (in that instance) is to keep the peace, the quickest way to do that was to ask the lone Israeli to leave rather than the other side. The 'arrest' is just to remove them from the area to 'Prevent a possible breach of the peace' then usually they are released and told not to return to the area. The two tier Policing however is more than disappointing from the Police. But I'll guarantee you that it's driven by the Politicians, and Senior Police not wanting to lose their jobs push it down the chain of command. It would be nice if Police told them where to go, but that would mean losing their job. In a perfect world you'd do it, but getting sacked from the Cops pretty much screws your life. Another guarantee is the most of the Cops on the street agree with you. It's just the rock or the hard place.
