I'm sure I don't have the whole story but I kind of get the vibe that Pekora is one of the more anti-social members of Hololive. I mean, clearly she streams all the bloody time but she's not big on doing collabs aside from the official ones or the big ones. We also recently heard about how shy she was around meeting the ID girls so it may just be that while she seems incredibly outgoing while streaming in reality she's quite shy and as such just doesn't initiate many encounters.
It's a common knowledge within fans that Pekora is one of the most introverted member. Not as severe as Aqua, but she's up there.
This current Pekora is actually much better compared to her couple of years ago. Back then it was kinda unthinkable for her to joining in collab like this as she said "I'm better working alone"
