The developer went bankrupt and stopped paying on the bank loan. This didn't just happen.
Google "Evergrande", its likely that was the owner. They literally have been bankrupt for a couple years and just last week have been forced to liquidate. Chinese economy is really bad right now.

How much they selling for, should be seized by Karen Bass under imminent domain and converted into low and market rate housing. The money can go directly to City of LA, if the Chinese developers abandon it, then they lose it.
Thats probably best since they might have trouble selling it as high end with the reputation of Chinese high rise buildings.

We had a building like that in NYC called 5 points. It was like a tourist attraction for years , but anything like that gives off too many " urban" vibes and they painted it over. But the realty company let certain graff artist spark up the lobby. U can call it vandalism, but you cannot deny the artistic skill. Long Live Graff!!!!
