Probably bc that would be kinda difficult to code. Also, how would skillups work with that?
@tiziank.6975 for his first recommendation imagine if a monster had a s3 that was like a blank space where it will copy a random enemy skill except s1 and had the same cooldown as the basic skill without devilmon applied and the second recommendation it would be like a defend/threat buff but forces your enemy to attack themselves
