Well, to get access to OT!Sans, you need to have at least 360 Wins(guh), and must have THREE star shards. You can get those from quests, some are guaranteed to drop them, and some(pretty much a majority of quests) very low chance. once you have the shards needed, you can craft the access to use outer(you still need to those wins though)

I believe you how to be low on dodges and wait for the cooldown to end to use it. Also, Outer Sans requires 360 wins and 3 star pieces to obtain.
