Why i dont get helmet?

In order to get the Viking Helmet, you need to find all the collectibles, and those are: 75 Rubber Bands, 40 G&G Cards, 6 Transistors, 25 Garden Gnomes, 19 Tombstones and 27 Pumpkins.

You can find the Tombstones right after the mission "The Candidate" and during Halloween, scattered across Bullworth Academy. If you didn't smashed them during Halloween, they will be relocated to the Spencer Shipping Warehouse in Blue Skies.

No, is in Blue Skies Industrial Park, the final area that is unlocked on chapter 5.
