I think the joke is that he’s NOT specific. The term “periodical” is inherently vague, which is why it seldom comes up in conversation. If Frank had been normal, he might have said, “I was sitting at home reading a magazine,” which is more specific, or even “I was sitting at home reading Newsweek”, which is more specific still. (It would be pointless to go the other way: “I was sitting at home reading,”, or worse, “I was sitting at home” or, most ludicrously, “I was sitting”. Why bother?)
