Billy ray Cyrus helped raise Brandi as if she were his own. She basically knew him first (because miley and Noah weren't born yet). That was an awkward and kind of rude introduction.

She also wasn’t thrown into the spotlight as a child was Miley was a National/International sensation by 2006 when she was 13-14 and Noah appeared on a few episodes as a little girl Brandy didn’t really have everyone eyes on her especially compared to Miley.
