If so, then 4 is theoretically possible with 4 I pieces stacked on top of each other and a fifth I piece sufficiently vertically rotated to partially hit row 20. I don't know if it's even possible to rotate it fast enough to do that, or if it's possible to get 5 I pieces in a row; if not, a 4 is not possible. And if Not Tetris uses row 21+ lockouts like Tetris, then a 4 is definitely not possible.

We can calculate the probability that Jonas gets those pieces (higher than you think as the single 3-high can come at any time in the order, but still incredibly low) and thus estimate the number of games needed to top out in 4 but I'm too lazy to bust out my calculator. It is impossible to do it in 3.
