During these songs when the actors are performing at high speed, there usually are various people in side or background who are doing normal movements in normal speed. This is to show that the actors are actually dancing in their natural high speed and the shot is not high speed as it wouldn't work just selectively speeding up the actor.
Most of all Telugu heroes are fast dancers and in Indian movies dance and songs are important and actors alhas to perform to the choreography level that has given to them to work out in the movie.
