It is hard to find talent in tier 2 cities, we have experienced this problem even though tier 2 cities are cost effective. In tier 1 cities it is not that difficult to find the talent. Another problem is most young people in India want to work in tier 1 cities of India (not work from home).

he is paying 2-3 lakhs for fresher software engineer
he can move to tier 2 cities with good prospect like gujrat, lucknow , ncr excluding gurgaon or satellite city
