So I take it that carriers or cruiser size ships and up would way anchor out in the bay rather than at HMS Tamar?

The airfield is probably the Cam Ranh Air Base at Cam Ranh Bay, southeastern coast of Vietnam, between Phan Rang and Nha Trang. The base and its facilities were developed from 1965 by US air force. It is until May 1972, the facilities were turned over to the South Vietnam government.

Hi Michael, looking at the buildings, it's 1970 not 1960. (Murray Building opened 1969, Century Tower under construction - opened 1971?).
I think the ship is USS Okinawa, which was in Hong Kong, Vietnam and the Philipines in 1970, the Helicopter 150941 (Sea Knight) is now on display at Havelock NC visitor center.
I think the building with the big cross on the hill is the Mount Samat National Shrine in the Philippines, if so, the airfield is there too, because it isn't Hong Kong.
Okinawa was in the Philipines helping after a Typhoon.
In the ceremony at the end, the man in the army uniform (with 3 pips on his shoulders), is wearing a cap badge for the South Vietnamese Army.

Also, the girl with the blue mini skirt. Don't think they had those in 1960.

I think at the end is the Philipines. The asian naval officers are filipino. The cross on the hill is Mount Samat , remembers the dead from ww2. I'm guessing the airfield after the cross is cubi point (near subic bay naval base). If its the okinawa then they are receiving the presidential citation for disaster relief, making it 1970.

The dishonorable Opium War from Queen Victoria Royal Navy with the Jew David Sasoon's 1210 tons opium stole Hong Kong away to s.s, New Jersey docking in Victoria harbor spanning 111 years. Now the Hong Kong riots took over this small island. I suggested China being so strong now in military and economy. China should take back Hong Kong completely !
