if you go into the interaction menu and go to spawn location near the bottom you can set it to your apartment or facility if you have living quarters, right now you have it set to last location which is why you spawn in random places that you were last at

The Vigilante (Batmobile) is the fastest still but thats only because it has a rocket boost, other than that its the new fastest. Btw it is electric and adding armor to cars makes them heavier affecting handling and acceleration. Also try reversing at the airport or another flat strech, it can beat some cars backwards
