Our SA liberators did this most of the time in various African countries during the struggle with apartheid. Some others were integrated within local communities in those countries. These people were only training to go fight rebels and fix their country. I don't think police investigations will yield anything solid because they'll be stopped at some point by secret services.
They're training was done, and needed a flight back home to fight the war. The land and company assets need to be seized, PSIRA needs to make their investigation public as it affects public safety. Finally the owners prosecuted and possible treason, they undermined national security.
