TNR involves the cats remaining in the neighborhood, offering pets control, but without any aggressive fighting or the population exponentially growing because they're all fixed. You'll need traps. If you don't have any live traps you can buy them for about $35-40 in home improvement stores, but they tend to be a little less through Amazon. The cost could add up, even if you only get 2 or 3 traps and put them out multiple times to get all cats. Alternatively, you can look for any groups in your area that are involved in TNR and they usually have traps that you can borrow with a security deposit that's given back upon return of the trap. All cats need to get fixed. You'd have to find a clinic to get them spayed/neutered. Low cost spay/neuter is available in most places, especially for ferals, but the entire neighborhood should split the cost. Some counties have free spay/neuter clinics for ferals. If that's not an option sometimes there are organizations or rescue groups that may be able to help with or cover the cost. You'll also need a safe, temperature-regulated area for them to recover for up to a few days. The male cat you mentioned may become very calm after being fixed and may stop spraying your property.
