Anyone can do it, it just takes time and patience, and knowing what you're looking for. Find a local place, get to know the people, get good deals, or know where the good deals are, haggle if you can, etc.
You can see Gordon Ramsay do it all the time on his Kitchen Nightmares UK version.
It just take so much time and effort and patience, most people would rather just eat fast food or frozen food.
