I would assume so! I definitely know that some of the costumes in "Save the Rainforest" were not reused from "Birds of a Feather" despite the same costumes due to sizing!

as the seasons progress, the reused costumes get less and less
and they stopped reusing dances as well (lots of reused dances in season 1)

Why didn't Chloe wear the about mother costume not kalani?
Edit: Probably because blue looks better on stage and Abby wanted the judges eyes on kalani
or hair colour. the lighter the costume, the darker the hair (at least for my cousin’s studio)
