I have an idea. First get some pistons. Then get two blocks of netherite. Building an obsidian hole. Then make it so the pistons push the blocks of netherite into their head whilst having infinite mining fatigue. Make them fall in. Close the top with obsidian so they can't jump out or pearl out.

And for Minecraft in a Hardcore world, DEATH means permanent deterrent. So yeah. Keep violence around as means to stop griefing, but just make it hardcore to encourage good behavior. Usually works.

Add the golden hellmet thing as an actual way to die, then add a weapon only you know about alongside it that requires 8 netherie blocks and a secret diamond pyramid item that can kill people
add a command /dispute this allows you to kill people for 10-20 minutes, or make it /dispute **insert player name** allow you to kill a specific player
