That's 27 years after Himmel's death. In episode 12 Frieren says it's Stark's 18th birthday. That's 29 years after Himmel's death. So this episode, also 29 years after Himmel's death, Fern would also be turning 18. So this episode they're both 18 years old (with Stark being slightly older). If they were real people in America for example, they'd legally be adults, but who knows what age they're considered an "adult" in their world.
To answer your question ay 2:50 Nivi, I (25M) didn't even know my best friend's of 15, and 20 years until a couple weeks ago, and they didnt know mine until the same time, I also do in fact forget my birthday, and my own mothers on occasion.
