Foot numbness in rowing is fairly uncommon and not typically known to be caused by lifting the heels. More likely it's something related to the way the person is sitting on the seat, where their feet are on the foot stretchers, or something with their shoes. An overall technique review with a qualified (certified) coach would be a great step to diagnose and fix the problem.
