He was hauling arsh on the passing lane too. Clearly an idiot as at that speed the truck with the bed up sways badly and any sane dump truck driver would notice something very wrong.

Actually that was the exit ramp from the westbound express lanes to Rte. 28 in Centreville. Not the FFCo Parkway.

The short answer is the driver’s stupid (and unemployed). But really it’s complacency. In such a hurry to get off work that they forget to drop the bed and never looked in their rear view mirrors.
