I just want to get out of the trenches and start managing a team rather than just handling daily tasks. Landing that first people manager role has proven to be extremely difficult, even with over 20 years of industry experience.
What are you doing to demonstrate that you can manage people and teams (in work and outside)? If you can show you can manage successfully, you are much more likely to get an opportunity. Think projects, sports teams etc.
