He was moving sideways, so he might have landed out of the water, but as long as he touched the top corner for a moment, he shouldn't take any fall damage. I don't see how the eye count could go from 11 to 12 though. He had blaze powder but no pearls. He did throw an eye before that went down and may have popped back up from the ground, but he was already really high before he got the extra eye. So yeah, it's probably scripted in a few places at least.
No. The water was a whole block away, and when you land in water, there is a 100% chance of a splash effect showing up for a moment. This did not happen.
