I had to finally give up cod, I uninstalled the game last week. No matter what I did or tried, I’d constantly have frame stutter. Whether my connection was at a 10, or 25, or 30. I tried every setting option, I reset my router, i tried everything. But I get to watch handler play, so I’ll be happy with what I got.
Stuttering is usually gpu or cpu related. Whether it be that you are getting good fps but your 1%lows are really low or your Frame timmings are not consistent. Did you try using msi afterburner with cpu usage, pgu usage, framrate and frametimes monitored in OSD so you can see what's happening?

I have also reached that point, just haven't uninstalled. I can't take the packet bursts anymore. Enjoying XDefiant a lot more too
