This seepage is believed to be due to dissolution of gypsum beds under the foundation, which was not carefully considered by the designers.

Just the huge pressure of water involved , finds its way through very small places . Back then , the idea was to drill seepage holes below the dam , slide in preformed tubular filter screens and ' gravel pack ' , , theory being that the seepage would be drained off in a fairly ' safe ' area as it would follow line of least resistance .
