You can stand beside a base and still be touching it. Furthermore, even if he wasn’t at that angle you can’t tell if he is or isn’t touching it. Neither can the ump so he defaulted to that he is. It's because he dove into the plate head first. In this league of little league baseball you can't slide/dive into a base head first when advancing. Had he touched with his feet he would have been safe.
There is identical prohibition on a runner sliding head-first while advancing (in the Major division and below) in both Little League Softball and Little League Baseball. The runner is out, and the ball remains live [(Rule 7.08(a)(4)]. Runners may dive head-first when returning to a base.

Every other Country does this and are there in time for the tournament. Makes you think how many less times the USA would have won if they were put into the International pool bracket since the inception of the LLWS.

Catcher made the runner establish his base path 2 separate times. And both times the runner went out of the base path. That is an OUT. I don't know where people are getting this "no base path at home" notion but it doesn't exist. Base path technically doesn't exist until the opposing team tries to tag you. Also awful job by the umpire leaving the bat there. Made the runner and catchers job a lot harder.

@@nathanbinder5900 We don't know the ground rules for this field, so we are left to some speculation in that regard. However, I think you are making a very big assumption that the area on or above the stairwell is considered "in the field of play." I would say that it is much more likely, given the safety hazards of stairs, that the area on or above the stairwell is considered out of play (Similar to MLB dugouts). The problem with calling interference is (without getting too technical in the wording and, in regard to my earlier analysis); interference is called when, in the umpires judgement, the offense interfered with the defense's ability to make a play on a runner or batter runner. I don't think there is a case to be made that if the coach was not there, the defense had the ability to put out the batter runner. In other words, you should not call interference on a play, if there is no possibility of putting out a runner or batter runner. The Official Baseball Rules puts this more eloquently in its comments on interference.

Man I umpired little league baseball for 3 years and good lord.. I know these men and women are volunteers but so far what I’ve seen is horrible. Including the regionals they have seemed so uncomfortable and not confidant. Nor have they been knowledgeable on the rule book. Feel bad for the kids, unfortunately the coaches don’t seem knowledgeable either.

The volunteer umpire concept is a miserable failure. The play at the plate in the bottom of 3 is interesting. The play deserved a dynamic call. There was no dynamic call or signal that the runner was more than three feet out of his established base path.
