He deserves to go out of business. He is in a customer service industry; everyone should be treated with professionalism and respect. You don't have to like a customer to treat them the way you want to be treated. A manager or owner may refuse to do business with a customer, only if there is a very good reason. He had absolutely no reason to treat this couple the way he did, except for his own prejudices.

The restaurant owner made a great choice not to sign the paperwork for that restaurant because customers no matter where they come from should be treated with respect not disrespected😊

Landlord should demand that he gets caught up on the rent before moving to the better location. Location is important but so is experience. If customers have great experiences, they come back.
Let the restaurant fail but give assistance to all the employees under the bad manager to find jobs in other restaurants. Or he could sign the deal with the bad manager and then proceed to fire him and hire someone more suitable and responsible. This way the employees don't lose their jobs and they get to work under better management.
