This is just a base level change that should be done in everyone's game to allow the game to perform better. This won't "fix" stutter but it will help. Other stutter reduction methods will be the subject of future guides. 🙂

My steam is running too of course whilst attempting to open the shortcut file.
Close steam fully and restart it after applying the Run as Admin changes to Steam.exe, and Tiger-Win64-Shipping.exe.
