This is for those who think that Godzilla doesn't beat Shimo: Godzilla defeated Skar King and her in the past and was still in his young base form (2014 movie version) and the evolved form is stronger than thermonuclear Godzilla which was considered the strongest form of Godzilla, and also in the movie we can see that Shimo's ice didn't affect Godzilla at all and she was always knocked down by him easily.
It did actually. Not saying you are completely wrong, but the ice was already encasing Godzilla from shimo’s beam from the hollow earth no gravity fight. We can see that if it weren’t for Mothra stopping shimo and letting Godzilla break free with a burst of energy, Shimo would’ve kept on beaming Godzilla until he was dead for sure (or at least severely weakened). In my opinion, I still think (based on the novel) that shimo could defeat Godzilla, but anyone who thinks otherwise is welcome to do so as long as you don’t glaze g-man too much

The fact that there's not even a bit of frostbite on Godzilla after taking the longest blast of Shimo's beam seems to indicate that he can't be completely frozen by her. Worst case scenario for that scene is that Godzilla doesn't break out in time and Shimo crashes into him, breaking him out of the ice and rattling him a bit before Godzilla counterattacks.
Read the novel (sorry for late reply). What you’re saying is valid when it comes to the movie, but based on what I’ve heard and seen so far, the novel helps give details that indicate how powerful shimo is! It gives details and really fleshes it out

Ok some criticism of the fight: 1) you failed to embody An very important aspect of this match up. The fact that Godzilla is A middle weight fighter in A heavyweight fight. We don't see Godzilla struggling nearly as much as he should have Physically(in his non supercharged/base form) 2) Shimo can sustain prolonged exposure to his atomic breath quite easily. Without Blood or anything. We did see this in the movie 3) Shimo wouldn't stop firing at Godzilla, Like we see in the hollow earth shimos blast was able to overwhelm Godzilla and was close to sudueing him. She had no intention to stop even after Godzilla was encompassed by ice 4) Godzilla can't match shimo in this base form(in terms of physical prowess) and needs to supercharge to match her As said in the novel. And this is something you completely ignored. Along with the form itself 5) Both shimo and Godzilla are the more in Up into your face brawlers rather then beam spammers and the fight would be much less beaming each other. Don't get me wrong while the animation is great it has its shortcomings and definitely isn't one of your best ones(not saying its bad) Also in my humble opinion Shimo would win with Extreme difficulty. Overall A solid 7/10 fight and it is still A good animation (better than anything i can do in this department).
All that for an opinion, one thing you left out tho is Godzilla clearly knew she was being bent over her will he definitely did not have the intent to real hurt her nor kill.
Shimo's ice power really won't be a great trouble against Godzilla, though it can freeze Ghidorah and other alphas. Shimo will most likely just exhaust goji.
