I was going to do body color bumpers on my 1970 Torino. So I bought an old bumper that was straighter than mine. It got here and it's also a little tweaked. I'm going to make myself one of these tools.

We deal with 60's and 70's Cougar/Mustangs, but in our experience unless it is pretzeled, has deep dents, or is torn, a good steel bumper restorer can usually make the bumper look as good as new. Might want to try sending a pic to these guys and see what they have to say: ssbumperrepair.com/
I have a 2012 f150 and my rear bumper is misaligned. I can see where the previous owner scraped the back of the truck and mis aligned the bumper. I think the other side hit the truck causing it to chip paint off the plastic piece on top is messed up so I got a new one and it doesn't fit because the bumper isn't straight and bent
What about it's been hit by a truck and is more then just a wee off? I have a 1962.5 Acadian and don't want to buy a Chevy 2 bomber as they are very different, but available and surely cheaper. But NOT the Canadian Acadian bumper.

This would work if the bumper got a twist to it, but I think you are saying the bottom of the bumper was misshaped by pulling on just the bottom lip of the bumper, distorting the actual shape of the bumper by bending down just the bottom lip of the bumper. In that case this tool could not fix that issue.

Does it compromise the original sheet metal and make it weaker, Like say bending a coat hanger?

Possibly! It depends on the bend, of course.
My front bumper got a bend from a fender bender right in the middle.
