In a Federal structure,, every unit (States, as we term them in the Indian context) must get their due share of power, economy, resources, workforce in different sectors, educational infrastructure, opportunities in commerce, judicial infrastructure, etc in a fair, balanced manner. Only then the nation as a whole can prosper, flourish, defend itself and have a place of respect while playing its role in the comity of nations. Imbalance, asymmetry in this respect will weaken the federal structure and the nation as a whole. If there is variation in the resources (such as water, minerals, energy, coastal access, agricultural land etc) due to natural causes, then the Central Government has to take lead in the efforts to ensure that no unit ( State in our case) fails to get the benefits of all resources in a manner that ensures that,in the end, people in each State have an opportunity to enjoy the benefits of all resources of the nation in a fair and equitable manner. Only when such state of affairs is achieved through wise participatory
governance that all citizens in all States will have a proud, self respecting notion of belonging to that nation without a feeling of getting ' step brotherly ' treatment in the federal setup. The Central Government has this important responsibility on its shoulders.
