You can tip based off the pre-tax amount not the total amount. Many times stores and restaurants default by the total amount to increase the percentage. You can also tip less for lunch than for dinner. Lunch 12-15% and dinner 18-20% are enough. Unless you are provided service you do not have to tip.

Did you go in and pre-pay or do it at the pump? If you do it at the pump it should AUTHORIZE your card for the $100. This way it makes sure you have the $100 and it won't allow you to go over that amount. You should only get charged the actual purchase. You may see on your phone app that $100 PLUS the actual charge. The $100 should disappear after the real charge is marked as completed.
