Funnily enough the old King Neptune design made a reappearance in season 6, which was after the redesign was made (which to my knowledge only appeared in the SpongeBob SquarePants Movie from 2004 movie, the only good SpongeBob movie), so I think it’s safe to say these are two different characters.
