Newton law pd viscosity ..shear stress directly proportional to shear strain. Strain vary from maximum to zero at top of layer . Due to no slip condition stress is more at contact of water and plate so velocity of fluid is zero at contact point and goes to maximum layer to layer at top. So stress decrease when moving up layer by layer

MISTAKE - In stress, it is not point of application that we see , it is basically the plane on which it acts , that makes it a 2nd order tensor.
