Information not completly correct. 1. They recently changed level cap for professions back to normal. So you can learn alchemy 300 with lvl 35 2. You can accept the quest for transmutation at lvl 35 aswell (I had an Philosopher's Stone and skill 275) 3. you dont need max skill for procs to happen. (I just had an proc of 2 with skill 275) 4. However for other profession cds like moon cloth and cured rugged hide you still need max skill of that profession, since there is no profession quest that grants you proccs.
