I think I will experiment with voice samples. But before using vocoder effect, I'm going to apply a flanger effect first. And if those results aren't quite good enough, then I'll throw the file into a DAW for further effects. Once while using Audacity I made a brief voice sample and decided to speed it up to "chipmunk" level. By applying a touch of Paulstretch the result was very odd.
Viruses/malware are almost always a result of a 3rd party website repacking and redistributing software with malware added to it. If you download from the official websites, you will not get a virus or malware. Audacity official site is www.audacityteam.org/

@@TJFREE Back a few years ago, hackers got into the official Audacity site and infected the installer without anyone knowing. The virus overwrote the PC's master boot record if I remember correctly. Obviously it's fine now but I think that's what OP was talking about.

It's possible to run a Linux OS alongside Chrome OS, and this makes it possible to install software, including Audacity. I've done video editing and photo editing on my cheap Chromebook running Linux and it's worked surprisingly well.
I done a similar video a while back. You can get robotic effects using white noise. Also, when i create the second track where the white noise will be, I just copy the first one and overwrite the copy this way it is exactly the same length. Makes life a little easier. Good question. You can just drag and drop the audio file into Audacity or you can open in by going to File > Open.

When I add a mono track and proceed to record the vocals it just opens another track with a left and right and records it onto them.
switch it from "2 (Stereo) Recording channels" to "1 (mono) Recording channel". It should be in the 4 options above the audio track

Make sure it is a 44.1 KHz track. I have found it only works with them. If need be, resample it.
