did you mean if you can use baking soda as a replacement for sodium hydroxide for making sodium nitrate? if so, im pretty sure you can. but if you mean if you can make sodium hydroxide from baking soda, then yes you can. you can do a thermal decomposition at 850C to make sodium oxide, then throw it in water for sodium hydroxide.
